TH5 expansion is a critical issue for the communities of Victoria, Waconia,
Norwood Young America, for Carver County and the state as a whole. Congestion
and traffic crashes cost the state millions of dollars each year. Key
improvements in rapidly growing areas can make a big difference in reducing
this cost. In the Highway 5 corridor, population and development are
growing and, safety concerns are becoming a bigger issue. Plans need
to be developed now to allow for cost-effective expansion of this highway
in very near future. A modest investment in planning could save millions
in land acquisition in the future.
The Minnesota Department of Transportation Metro District has identified
in its Transportation System Plan (2008-2030) the need for expanding
the State Highway 5 corridor from a 2-lane facility to a 4-lane facility
during the 2008-2014 time period.
State Highway 5 serves as an important reliever for U.S. Highway 212
through Carver County and a portion of Hennepin County. State Highway
5 intersects with U.S. Highway 212 in Norwood Young America and in
Eden Prairie. This 20 mile segment of Highway 5 provides a reliever
function that appropriately complements the identified function for
U.S. Highway 212 as a “high priority” Interregional Corridor.
Upgrading Highway 5 continues to be identified as a need in MnDOT’s
highway plans. The state has recognized the very real need to improve
this stretch of Highway 5 to reduce injuries and fatalities and maintain
mobility as the area continues to grow dramatically.
